Absolutely,Japan issue.
Until PFD was re-released with the original cover,you could only find it in CD format with the skeleton cover apart from this double edition.

Thing is, they were a reissue in 2008 of this release, and I'm not sure there is any information differing from the original 1990 version on item.

Too bad the OBI is missing here, but it's a cool stuff to have, old or new version. BTW, did you know that japanese versions are mostly more expensive for a good reason? The plastic used for the disc is clearer than our Euro/US versions, allowing more informations to pass while you're playing it, for a better quality.
